About the Tanzania Insurance Regulatory Authority (TIRA)

The Tanzania Insurance Regulatory Authority (TIRA) is the government body responsible for regulating and supervising Tanzania’s insurance industry. Established under the Insurance Act No. 10 of 2009, TIRA works to create a fair, safe, and stable insurance sector that serves the interests of all Tanzanians.

Our core mandate includes regulating insurance companies, reinsurers, brokers, agents, and other industry players while protecting policyholders and ensuring market integrity. We inspect insurance operations, handle consumer complaints, and work to build public trust through transparency and education.

TIRA registers and supervises a wide range of insurance professionals and entities—from traditional insurance companies to Takaful operators, digital platforms, and bancassurance agents. We’re committed to fostering an insurance industry that is fair, safe, and stable, while advising the Government on policy matters that shape the sector’s future.

Our mission extends beyond regulation: we’re dedicated to raising insurance awareness across Tanzania, ensuring that every citizen understands the value of insurance protection and their rights as policyholders.

Duties
Duties and Responsibilities
to support the monitoring of health insurance service providers’ adherence to relevant laws, rules, guidelines, and directions;
to evaluate health insurance service providers’ reports in order to determine whether they adhere to legal and prudential requirements.

Recommended:

 

To assess the degree of regulatory compliance of health insurance service providers through inspections and audits; to investigate suspected or reported cases of non-compliance, collect pertinent data, and create comprehensive reports; to suggest and carry out suitable enforcement actions against non-compliant health insurance service providers; and to carry out any additional related tasks that the supervisor may assign.
Qualifications
Qualifications
possessing a bachelor’s degree or advanced diploma from an accredited institution in public health, medicine, pharmacy, or social protection.

Duties
Duties and Responsibilities
To support the creation and application of efficient anti-fraud frameworks, policies, and procedures for the insurance sector; to support the development of tactics to stop and detect fraudulent activity in the insurance sector;
to support the monitoring and auditing of insurance businesses to ensure they are adhering to anti-fraud legislation.
to support the identification of fraudulent activity and unfair practices in the insurance industry; to support the analysis of insurance fraud trends and suggest tactics to reduce incidents;
to work together with law enforcement to punish those who commit insurance fraud and
to carry out any additional relevant tasks that the supervisor assigns.

Qualifications
possessing a bachelor’s degree or advanced diploma from an accredited university in the following fields: public health, statistics, medicine, pharmacy, law, finance and accounting, actuarial science, insurance, risk management, ICT (security and standards), and social protection.

to accept and handle registration and certificate renewal applications;
to gather and compile statistical information regarding player registration;
to evaluate registration and renewal applications for intermediaries and other service providers in accordance with regulations;
to research and evaluate potential new insurance offerings;

Participate in routine inspections; respond to questions from the public or insurance players about registration requirements and other associated insurance matters; and carry out any additional tasks that the supervisor may designate.
